University of Cincinnati Police Officer Ray Tensing was indicted Wednesday on a murder charge for fatally shooting Samuel DuBose during a traffic stop July 19.
It’s the first time a police officer in the city has been charged with murder for killing someone while on duty.
Video from the officer’s body camera shows a routine traffic stop turning suddenly violent when DuBose leans toward the passenger seat and Tensing fires a single shot into his head. DuBose did not appear to be belligerent or aggressive before the officer fired.
“It’s an absolute tragedy that anyone would behave in this manner,” Hamilton County Prosecutor Joe Deters said of the officer. “It was senseless. It’s just horrible.
“He purposefully killed him.”
Tensing, 25, faces 15 years to life in prison if he’s convicted.
The decision came after 12 Hamilton County citizens reviewed evidence all day Monday as part of a grand jury investigation into the incident, which has put the city on edge and rekindled worries about the sometimes strained relationship between police and African-Americans in Cincinnati.
UC’s campus shut down and classes were canceled Wednesday in anticipation of the announcement. Ohio Highway Patrol troopers were seen arriving on campus by late morning.

The video shows Johnson and a woman in a shoving match at a bar which escalates when the woman throws a punch at Johnson, who then strikes the woman in the face and exits the video frame.
The woman, a Florida State student, suffered several injuries to her face, according to court records. State attorney Willie Meggs will prosecute the case and decided to charge Johnson after reviewing video of the incident that was captured by security cameras inside the bar.
Johnson, a true freshman, was a four-star recruit who enrolled early at Florida State in January. He was expected to compete for the backup quarterback position.
Johnson's attorney, Jose Baez, said his client is "extremely embarrassed" and is participating in community service and faith-based programs focused on battered women, among others. A statement issued Monday by Baez did not address the alleged victim specifically.
"While it is clear from the video that De'Andre Johnson was not the initial aggressor, his family wants to take the lead in helping him learn and grow from this experience," Baez said in an emailed statement. "He is currently participating in community service, and faith-based programs focused on battered women, substance abuse, and the empowerment of children. De'Andre is extremely embarrassed by this situation and would like to express his heartfelt apologies to everyone, including those who were directly affected, Coach Fisher and his team mates, the entire Florida State University community, as well as his family and friends."
Johnson pleaded not guilty to the misdemeanor charge on July 2. A court date is set for later this month.

Sean Paul death hoax spreads on Facebook
Rumors of the singer’s alleged demise gained traction on Friday after a ‘R.I.P. Sean Paul’ Facebook page attracted nearly one million of ‘likes’. Those who read the ‘About’ page were given a believable account of the Jamaican singer’s passing:
“At about 11 a.m. ET on Friday (June 19, 2015), our beloved singer Sean Paul passed away. Sean Paul was born on January 8, 1973 in Kingston. He will be missed but not forgotten. Please show your sympathy and condolences by commenting on and liking this page.”
Hundreds of fans immediately started writing their messages of condolence on the Facebook page, expressing their sadness that the talented 42-year-old singer was dead. And as usual, Twittersphere was frenzied over the death hoax.
Where as some trusting fans believed the post, others were immediately skeptical of the report, perhaps learning their lesson from the huge amount of fake death reports emerging about celebrities over recent months. Some pointed out that the news had not been carried on any major Jamaican network, indicating that it was a fake report, as the death of a singer of Sean Paul's stature would be major news across networks.
A recent poll conducted for the Celebrity Post shows that a large majority (81%) of respondents think those Sean Paul death rumors are not funny anymore.

The shooting happened about 9 p.m. at 110 Calhoun Street, according to Charleston police. The suspect is described as a clean-shaven white male, about 21 years old, Charleston police spokesman Charles Francis said.

A cat which went missing for 18 years was put down by a pet cruelty charity before it could be reunited with its owner because the vet 'refused to wait 20 minutes' to put it down.
Laura Rennie, 39, could barely believe it when an animal welfare officer turned up at her door to tell her the cat she lost when she was 21-years-old had been found - just 15 minutes from her home in Glasgow.
However, her joy turned to despair when a vet told her that tabby cat Toby would have to be put down, after being injured.
Ms Rennie, who has worked with animals for 16 years, was distraught when the vet told her she couldn't wait 20 minutes for her to get to the rescue centre before putting the cat to sleep.
The animal handling business owner had adopted Toby when it was just four-weeks-old after it had been abandoned, but the kitten went missing nearly a year later.
After three months of putting up posters near her house in the east end of Glasgow, Ms Rennie gave up her search for the kitten.
She said: 'I've felt every emotion you can imagine in the space of 32 hours.
'I was 20-years-old when I rescued her. She was an outdoor cat and when she was one-year-old she just never came back.
'I felt complete shock and stunned the cat had been alive.
'Then we were trying to figure out how we could integrate her into the house as my mum has a cat. I got out the cat bed.
'But then I realised she was going to get put down and I was not going to get to see her.
'It turned out quite nasty.'
The Scottish Society for Prevention of Cruelty to Animals (SSPCA) managed to contact Ms Rennie immediately after the cat was found thanks to the fact it had a microchip.
Ms Rennie said: 'Unfortunately she had been hit by a car. A chap had found her in his garden and phoned the SSPCA.'

Texas Teacher Fired After Facebook Post Defending Pool Party Cop: 'I'm Almost to the Point of Wanting Them All Segregated' A fourth-grade teacher was fired after posting a racially fueled Facebook rant defending Eric Casebolt, the McKinney, Texas, cop who pushed a teenager to the ground at a June 5 pool party.
In a post that has since been deleted, Karen Fitzgibbons, a teacher at Bennet Elementary in Wolforth, Texas, wrote that she was, in all-caps, "ANGRY" over the officer's resignation, blaming "the blacks" for causing "racial tension," according to the Lubbock Avalanche-Journal.
"I guess that's what happens when you flunk out of school and have no education," she continued. "I'm sure their parents are just as guilty for not knowing what their kids were doing; or knew it and didn't care.
"I'm almost to the point of wanting them all segregated on one side of town so they can hurt each other and leave the innocent people alone. Maybe the 50s and 60s were really on to something. A statement from the Frenship Independent School District said that Fitzgibbons had been "relieved of her teaching duties" after the administration was made aware of the post.
Fitzgibbons offered up an apology for her words on Thursday, telling KCBD: "First, to anyone, of any race, that I have offended, I sincerely apologize. That was not my intent. I let my emotions get the best of me, and instead of taking a deep breath, vented in an inappropriate way. I am truly sorry."

It’s been six months since my own personal D-Day event… when the internet exploded all over me and my family. In that time there have been more things happen to me and my family than you can imagine; some good, some bad, some as yet unknown.

In a video posted to YouTube on June 7, Tatiana, a 19-year-old, describes a fight in the moments leading up to police using force to clear a pool party in McKinney, Texas, on June 5.
Tatiana says in the video her family was hosting a cookout for friends in the Dallas suburb when a white woman used racial slurs against them. Tensions soon rose when a 14-year-old family friend defended the host, calling the remarks racist. A white woman then, says Tatiana, told her "you need to go back to where you're from."
She claims that the confrontation quickly became physical before police arrived on the scene, when a woman allegedly slapped her.

McKINNEY, Texas (AP) — A suburban Dallas police officer has been placed on administrative leave after a video showed him pushing a 14-year-old girl in a swimsuit to the ground outside a pool and pointing his gun at other teens.
McKinney Police Chief Greg Conley said at a news conference Sunday that the incident began when officers responded Friday to a report of a disturbance involving a group of juveniles at a neighborhood pool.

CINCINNATI —Police are investigating a fatal crash on Interstate 75 near the Norwood Lateral.
According to police, a semi-trailer and a car collided, trapping one person.
The person was taken to the hospital and was pronounced dead. The victim's name was not immediately released.
Southbound lanes will be shut down until further notice. All traffic going south will be diverted to eastbound 562 to Interstate 71.
The crash remains under investigation.

China-based hackers are suspected of breaking into the computer networks of the U.S. government personnel office and stealing identifying information of at least 4 million federal workers, American officials said Thursday.
The Department of Homeland Security said in a statement that data from the Office of Personnel Management and the Interior Department had been compromised.
"The FBI is conducting an investigation to identify how and why this occurred," the statement said.
The hackers were believed to be based in China, said Sen. Susan Collins, a Maine Republican.
Collins, a member of the Senate intelligence committee, said the breach was "yet another indication of a foreign power probing successfully and focusing on what appears to be data that would identify people with security clearances."
A U.S. official who declined to be identified said the data breach could potentially affect every federal agency. One key question is whether intelligence agency employee information was stolen. Former government employees are affected as well.
"This is an attack against the nation," said Ken Ammon, chief strategy officer of Xceedium, who said the attack fit the pattern of those carried out by nation states for the purpose of espionage.
The information stolen could be used to impersonate or blackmail federal employees with access to sensitive information, he said.
The Office of Personnel Management is the human resources department for the federal government, and it conducts background checks for security clearances. The OPM conducts more than 90 percent of federal background investigations, according to its website.
The agency said it is offering credit monitoring and identity theft insurance for 18 months to individuals potentially affected. The National Treasury Employees Union, which represents workers in 31 federal agencies, said it is encouraging members to sign up for the monitoring as soon as possible.
In November, a former DHS contractor disclosed another cyberbreach that compromised the private files of more than 25,000 DHS workers and thousands of other federal employees.
DHS said its intrusion detection system, known as EINSTEIN, which screens federal Internet traffic to identify potential cyber threats, identified the hack of OPM's systems and the Interior Department's data center, which is shared by other federal agencies.
It was unclear why the EINSTEIN system didn't detect the breach until after so many records had been copied and removed.
"DHS is continuing to monitor federal networks for any suspicious activity and is working aggressively with the affected agencies to conduct investigative analysis to assess the extent of this alleged intrusion," the statement said.
Rep. Adam Schiff, ranking Democrat on the House intelligence committee, called the hack "shocking, because Americans may expect that federal computer networks are maintained with state of the art defenses."
Ammon said federal agencies are rushing to install two-factor authentication with smart cards, a system designed to make it harder for intruders to access networks. But implementing that technology takes time.
Senate Intelligence Committee Chairman Richard Burr, R-N.C., said the government must overhaul its cybersecurity defenses. "Our response to these attacks can no longer simply be notifying people after their personal information has been stolen," he said. "We must start to prevent these breaches in the first place."
